The U.S. Embassy in Beijing is seeking an individual for the position of Health Economic Specialist with the Centers of Disease Control (CDC).

BASIC FUNCTION OF POSITION

The incumbent of this position is an economic specialist responsible for health economic analyses and modeling under the US CDC’s Office of the Director.  The health economist will work with all CDC programs as needed to conduct economic analyses, such as cost-effectiveness studies and provide training in health economics to partners.  He/she will liaise with a broad spectrum of partners, including the Chinese Center for Disease Control and Prevention and Provincial and city level CDCs, Ministry of Health, as well as other Universities and academic institutions to support economic analyses for health relates conditions.  He/she may make supervisory trips to analysis sites as necessary, and provide technical assistance upon request by outside organizations and CDC partners.

REQUIRED QUALIFICATIONS

Applicants must address each qualification requirement detailed below with specific and comprehensive information supporting each requirement.  Applicants who fail to provide detailed information supporting each requirement will not be considered for this position.

Education:

  • Master Degree in health and economics or economics is required.

Experience:

  • At least 3 years of work experience in health economics that includes application of methods from economics for the assessment of public health impact is required.  Within 3 years, at least 2 years must be in an English-speaking environment.

Language:

  • Level IV (Fluent) speaking/reading/writing in English is required.
  • Level IV (Fluent) speaking/reading/writing in Chinese is required.

Knowledge:

  • The incumbent must demonstrate adequate technical knowledge related to health economics or economics with public health background.
    Must have knowledge of a variety of economic techniques for analysis that include cost minimization, cost benefit, cost effectiveness, cost utility analyses, complex modeling, and program costing. 

Abilities and skills:

  • Demonstrated skill in economics, particularly in the application of economic methods and modeling to the field of public health, as well as economic writing and use of economic analysis and modeling software is required; some knowledge of cross-cutting areas such as statistics, public health research methodology, standard data analysis and sampling methods is also required.

When equally qualified, Appointment Eligible Family Members (AEFMs) and U.S. Veterans will be given preference.  Therefore, it is essential that the candidate address the required qualifications above in the application.

  • Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
  • Current LES employees are ineligible to apply for advertised positions within the first 90 calendar days of their appointment.
  • Currently employed AEFMs who hold a PIT/FMA appointment are ineligible to apply for advertised positions within the first 90 calendar days of that appointment.
  • Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.

DEFINITIONS OF CATEGORIES OF LOCALLY EMPLOYED (LE) STAFF

1. AEFM:
A type of EFM that is eligible for direct hire employment on either a Family Member Appointment (FMA) or Temporary Appointment (TEMP) provided s/he meets all of the following criteria:

  • U.S. citizen;
  • Spouse or dependent who is at least age 18;
  • Listed on the travel orders of a Foreign or Civil Service or uniformed service member permanently assigned to or stationed at a U.S. Foreign Service post or establishment abroad with a USG agency that is under COM authority;
  • Is resident at the sponsoring employee’s or uniformed service member’s post of assignment abroad, approved safehaven abroad, or alternate safehaven abroad; and
  • Does not receive a USG annuity or pension based on a career in the U.S. Civil, Foreign, or uniformed services.

2. EFM: Family Members at least age 18 listed on the travel orders of a Foreign or Civil Service or uniformed service member permanently assigned to or stationed to a U.S. Foreign Service post or establishment abroad with a USG agency that is under COM authority who do not meet the definition of AEFM above.

3. Member of Household: A MOH is a person who: 1) Has accompanied, but is not/not on the travel orders of a U.S. citizen Foreign or Civil Service employee or uniform service member permanently assigned to or stationed at a U.S. Foreign Service post or establishment abroad; 2) Has been declared by the sponsoring employee to the Chief of Mission as part of his/her household; and 3) Resides at post with the sponsoring employee.

4. Ordinarily Resident (OR): A citizen of the host country or a citizen of another country who has shifted the main residency focus to the host country and has the required work and/or residency permits for employment in country.

5. Not-Ordinarily Resident (NOR): Typically NORs are AEFMs and EFMs of FS, GS, and uniform service members who are on the travel orders and under Chief of Mission authority, or other personnel having diplomatic privileges and immunities.
