Postal Regulatory Commission Chairman Advocates International Cooperation to Improve Postal Services, Drive Economic Growth and Shape Postal Regulatory Reform

BEIJING (Oct. 20) – United States Postal Regulatory Commission Chairman Ruth Y. Goldway today urged continued international cooperation to create modern postal and express delivery networks as a key to economic growth. 

Chairman Goldway’s remarks came at the 3rd annual U.S.-China Symposium on Postal Reform and Express Delivery held October 20-21 in Nanjing, China.  Chairman Goldway headed a U.S. delegation that included Joel Secundy, Deputy Assistant Secretary for Services at the U.S. Department of Commerce, and Pranab Shah, Vice President and Managing Director, Global Business, United States Postal Service.   The Chinese delegation was headed by Mr. Ma Junsheng, Director General of China’s State Post Bureau, which regulates public and private delivery operators in China. 

“Global economic weakness and technological change challenge the posts and demand our best efforts to respond effectively to the challenge,” Goldway said, adding that “solid postal networks and open markets for express delivery services together serve to strengthen our economies.” 

Goldway also provided Chinese postal officials with a detailed overview of postal reform progress in the United States, the extensive work of the Postal Regulatory Commission over the past year, and the important role played in U.S. postal markets by the private sector through worksharing, partnerships, transportation contracts and joint products.  She also emphasized the importance and value of the U.S. Postal Service’s universal service obligation at a time when the Postal Service is considering the closure of hundreds of post offices nationwide and proposing to eliminate one day of delivery per week. 

The Postal Regulatory Commission provides a window of transparency into the Postal Service's financial and operational health and conducts public reviews and issues Advisory Opinions of proposed Postal Service changes that have national service implications. 

While in China, Goldway also is meeting with Chinese government officials responsible for postal regulatory issues.

The Postal Regulatory Commission is an independent federal agency comprised of five Presidentially-appointed and Senate-confirmed Commissioners, each serving terms of six years.  The Chairman is designated by the President.  In addition to Chairman Goldway, the other Commissioners are Vice Chairman Tony Hammond Dan Blair, Nanci Langley, and Mark Acton.
