The U.S. Embassy is looking for travel agencies to provide travel management services to the U.S. Embassy Beijing, and its constituent posts which include Shanghai, Guangzhou, Shenyang, Chengdu and Wuhan.   The services will include, but not limited to travel reservations; issuance and delivery of tickets for air, rail, bus and steamship carriers; reservations for lodging accommodations; automobile rental service; assistance in obtaining passports, visas, etc.  Travel agencies interested in this service should response by emails to ShiBL@state.gov with the agency name, point of contact no later than December 29, 2009.

The Embassy has a requirement for a firm to construct/renovate an existing office building.  This construction effort is estimated at $50,000.00 - $150,000.00 and needs to be completed by June 30, 2010, in the district of Beijing, China.  This work includes providing and installing overheads section door for an opening that is approximately 4.625 meters high by 4.200 meters wide.

All firms that respond to the solicitation must be technically qualified and financially responsible to perform the work.  At a minimum, each offeror must meet the following requirements when submitting their proposal:

  • Be able to understand written and spoken English;
  • Have an established business with a permanent address and telephone listing;
  • Have the necessary personnel, equipment and financial resources available to perform the work;
  • Have all licenses and permits required by local law;
  • Meet all local insurance requirements;
  • Have the ability to obtain a performance and guarantee bond and a payment bond, or to post adequate performance security, such as irrevocable letters of credit or guarantees issued by a reputable financial institution;
  • Have no adverse criminal record;
  • Have no political or business affiliation which could be considered contrary to the interests of the United States;
  • Have good experience and past performance records; and,
  • Identify specialized experience and technical competence required to construction the work in accordance with this solicitation.

The U. S. Embassy Beijing is seeking a local company to renovate an existing office building in Beijing of 225 sqaure meters.  The contract amount is estimated at US$ 60,000 - US$ 80,000.

Architectural services for the partial renovation of an existing office building located in central business district, Beijing, China. The estimated construction cost BETWEEN $100,000 AND $250,000.

Firms responding to this announcement on or before closing date will be considered for selection using the following evaluation criteria in descending order of importance:

  • Relevant, professional qualifications of the firm in the type of work required for projects having a construction value of at least $100,000.00 in the past three years;
  • Specialized experience and technical competence in the type of work required;
  • Demonstrated success on similar projects in terms of quality of work and compliance with performance schedules, cost/schedule controls and program/project management techniques. Briefly describe internal quality assurance and cost control procedures and indicate effectiveness by listing budget/estimated construction cost, award amount, final design estimate and construction changes for five recent projects.  Although previous or ongoing performance of a similar U.S. Government contract is not required for firms responding to this solicitation, if such contracts have been performed, the offeror must have performed at a satisfactory level; and
  • Personnel capacity to accomplish the work in the required time.
