Humphrey Fellowship Qualifications

Candidates for 2013-2014 Must

  • Be mid-career professionals in leadership positions with a commitment to public service in the following fields:
    1. Agricultural and Rural Development
    2. Communications/Journalism
    3. Substance Abuse Education, Prevention, and Treatment (Candidates in this field must either have a research background in the field or demonstrate ability to learn the results and policy implications of current research.)
    4. Economic Development
    5. Finance and Banking
    6. Educational Administration, Planning and Policy
    7. Higher Education Administration
    8. HIV/AIDS Policy and Prevention
    9. Human Resource Management
    10. Law and Human Rights
    11. Natural Resources, Environmental Policy, Climate Change
    12. Public Health Policy and Management
    13. Public Policy Analysis and Public Administration
    14. Teaching of English as a Foreign Language (Teacher Training or Curriculum Development)
    15. Technology Policy and Management
    16. Trafficking in Persons Policy and Prevention
    17. Urban and Regional Planning
  • Possess a first university/undergraduate degree
  • Have a minimum of 5 years full-time professional experience beyond attainment of an undergraduate/first university degree prior to August 2013
  • Not be university teachers or academic researchers with no management or policy responsibilities (except teachers of English as a second language and specialists in substance abuse prevention and treatment)
  • Not have attended a graduate school in the United States for one academic year or more during the seven years prior to August 2013
  • Not have recent U.S. in-country experience of any kind lasting more than six months during the five years prior to August 2013
  • Not have dual U.S. citizenship or U.S. permanent resident status
  • Not be U.S. Department of State employees or their immediate family members
  • Be fluent in English (Internet-Based TOEFL score 71)
  • Be between 30 and 50 years of age
