Humphrey Fellowship Qualifications
Candidates for 2013-2014 Must
- Be mid-career professionals in
leadership positions with a commitment to public service in the following
fields:
- Agricultural and Rural Development
- Communications/Journalism
- Substance Abuse Education, Prevention, and Treatment (Candidates in this field must either have a research background in the field or demonstrate ability to learn the results and policy implications of current research.)
- Economic Development
- Finance and Banking
- Educational Administration, Planning and Policy
- Higher Education Administration
- HIV/AIDS Policy and Prevention
- Human Resource Management
- Law and Human Rights
- Natural Resources, Environmental Policy, Climate Change
- Public Health Policy and Management
- Public Policy Analysis and Public Administration
- Teaching of English as a Foreign Language (Teacher Training or Curriculum Development)
- Technology Policy and Management
- Trafficking in Persons Policy and Prevention
- Urban and Regional Planning
- Possess a first university/undergraduate degree
- Have a minimum of 5 years full-time professional experience beyond attainment of an undergraduate/first university degree prior to August 2013
- Not be university teachers or academic researchers with no management or policy responsibilities (except teachers of English as a second language and specialists in substance abuse prevention and treatment)
- Not have attended a graduate school in the United States for one academic year or more during the seven years prior to August 2013
- Not have recent U.S. in-country experience of any kind lasting more than six months during the five years prior to August 2013
- Not have dual U.S. citizenship or U.S. permanent resident status
- Not be U.S. Department of State employees or their immediate family members
- Be fluent in English (Internet-Based TOEFL score 71)
- Be between 30 and 50 years of age
Candidates who are women, members of ethnic minority groups, or from lesser developed regions of China are encouraged to apply。
